REQUIREMENTS : A applicable tertiary qualification at NQF Level 7. Three (3) yr associated Supply Chain journey at supervisory level. Knowledge and ride of coverage improvement and implementation. Knowledge of SAP, BAS or Logis. Practical know-how of organizational and authorities structures. Understanding of Government legislation. Knowledge of Supply Chain Management Regulations, exercise notes, circulars and coverage frameworks. Knowledge of Broad Based Black Economic Empowerment Act fifty three of 2003. Knowledge of contract management. Knowledge and trip of strategic sourcing, Public sector furnish chain administration fashions and processes. Understanding delegation authority. Financial administration abilities and know-how of PFMA. Practical know-how of methods and tactics for the planning and execution of operations. Programme and challenge Management. Knowledge of relationship management. Problem fixing and Analysis. People and range management, purchaser orientation and client focal point skills. Supervisory skills. Good verbal exchange skills. Accountability and moral conduct. Knowledge of analytical procedures. A legitimate driver’s license (Attach a copy).

DUTIES : Manage Demand and Acquisition Management Units. Ensure full compliance to all Acquisition and Demand Management Prescripts, Policies and Delegations of Authority. Coordinate inputs in the Demand Plan. Conduct market and commodity research. Maintenance of Supplier and Public Service Provider Database. Ensure that procurement is in line with the permitted demand plan. Ensure high-quality functioning of all Bid Committees. Assist with drafting of specifications. Develop and put into effect inner manipulate measures for procurement. Ensure that quotations and bids are managed successfully and effectively in accordance to National Treasury prescripts and Departmental Supply Chain Management Policy. Communicate SCM insurance policies and methods to all officers in the Regional Office. Ensure that files submitted to logistics for order advent are thoroughly compliant with Acquisition Management prescripts. Provide normal remarks to database administration on the overall performance of suppliers. Manage all contracts awarded with the aid of the Regional Office. Monthly reporting of procurement, irregular, fruitless and unauthorized expenditure incurred via the Regional Office. Monthly reporting on procurement in opposition to Demand Plan. Management and supervision of crew members.
